On Friday, January 5, 2024, the California Supreme Court issued an order disbarring attorney Carol Susan Keen from the practice of law in the state.

The case is entitled “In the Matter of Carol Susan Keen,” with case no. S282036.

The order comes after Keen was found in default by the State Bar Court for failure to respond to the Notice of Disciplinary Charges filed against her in August 2022. According to the petition filed by the State Bar of California Office of Chief Trial Counsel seeking Keen’s disbarment, she was properly served with the notice but failed to file a timely written response by multiple deadlines set forth by the court.

Keen requested and was granted an extension until September 16, 2022, to file her response but again failed to do so. At a hearing on October 18, 2022, the court ordered her response to be filed by November 1, 2022, which she also did not comply with. The State Bar then filed a motion for entry of default on November 2, 2022, that was served on Keen. She did not respond to the default motion within the required 10 days.

The court entered Keen’s default on February 17, 2023, deeming the factual allegations against her in the notice to be true. Despite the default order informing her she could file a motion to set aside the default within 90 days, Keen did not do so. As a result, the State Bar petitioned the court to recommend her disbarment pursuant to the Rules of Procedure. Finding that all requirements for disbarment after default had been met, the Supreme Court ordered Keen’s disbarment.

Keen has also been ordered to make $14,000 in restitution to a former client and pay $5,000 in sanctions to the State Bar Client Security Fund. She will be prohibited from practicing law in California going forward.

The Disposition states:

“The court orders that Carol Susan Keen (Respondent), State Bar Number 194587, is disbarred from the practice of law in California and that Respondent’s name is stricken from the roll of attorneys.”

According to appscalbar.org, Ms. Keen acquired her law license in California in 1998.
