On Wednesday, October 15, 2025, the Virginia State Bar Disciplinary Board suspended attorney David Blair Mintz’s license to practice law in the Commonwealth of Virginia, effective October 22, 2025. The suspension stems from Mintz’s disbarment in the State of Maryland on September 4, 2025.

The case is entitled “In the Matter of David Blair Mintz,” with case number 26-000-136776.

The disciplinary action against Mintz in Maryland, identified as AG No. 21, led to the Virginia State Bar’s decision, following rules outlined in Part Six, Section IV, Paragraph 13-24 of the Rules of Court.

Mintz is required to appear before the Virginia State Bar Disciplinary Board on Friday, November 14, 2025, at 9:00 a.m. in Richmond, Virginia. The hearing will take place at the State Corporation Commission – Courtroom A, Second Floor, Tyler Building, located at 1300 East Main Street. At the hearing, Mintz must demonstrate why the disciplinary action imposed in Maryland should not be mirrored in Virginia.

According to Part Six, Section IV, Paragraph 13-24.C of the Rules of the Supreme Court of Virginia, Mintz has 14 days from the date of the order to file a written response. This response must present arguments and exhibits supporting either a dismissal of the case or a lighter disciplinary measure. Failure to submit a response within the given timeframe may result in the Disciplinary Board’s refusal to consider any evidence or arguments supporting grounds for dismissal or lesser discipline during the hearing.

Furthermore, Mintz is obligated to inform his clients, opposing attorneys, and presiding judges of his license suspension via certified mail. He must also arrange for the proper handling of his ongoing cases, aligning with his clients’ preferences. Proof of these notifications and arrangements must be submitted to the Clerk of the Disciplinary System of the Virginia State Bar within 60 days of the suspension’s effective date.

If Mintz is not currently handling any client matters, he must submit an affidavit to that effect to the Clerk of the Disciplinary System within 60 days of the suspension’s effective date. The Virginia State Bar Disciplinary Board will oversee the adequacy of these notifications and arrangements, with Mintz bearing the responsibility of demonstrating compliance. Failure to comply may lead to further sanctions, including revocation or additional suspension.

According to Martindale, Mr. Mintz acquired his law license in Virginia in 1998.
