On Friday, July 11, 2025, the Board of Immigration Appeals disbarred Attorney Demetrios Goerge Kafkas from practicing before the Board, the Immigration Courts, and the Department of Homeland Security (DHS). The decision follows a series of disciplinary actions stemming from Kafkas’ prior disbarment in Massachusetts.
The Supreme Judicial Court for Suffolk County in Massachusetts issued an order on April 18, 2024, disbarring Kafkas from practicing law in the state, effective March 12, 2024. Following this, on April 24, 2024, the Disciplinary Counsel for the Executive Office for Immigration Review and the Disciplinary Counsel for DHS jointly requested Kafkas’ immediate suspension from practice before the Board of Immigration Appeals, Immigration Courts, and DHS. The Board granted this suspension on May 13, 2025.
Kafkas was required to respond to the allegations in the Joint Notice of Intent to Discipline but failed to file a timely answer. His failure to respond was treated as an admission of the allegations, and he was barred from requesting a hearing on the matter. The Joint Notice proposed disbarment, and the Board adopted this sanction, citing Kafkas’ prior disbarment in Massachusetts as justification.
The Board’s order mandates that Kafkas comply with previous directives and notify the Board of any additional disciplinary actions taken against him. The order will be made publicly available at Immigration Courts and relevant DHS offices. Kafkas retains the right to petition for reinstatement to practice before the Board, Immigration Courts, and DHS under applicable federal regulations.
The Disposition states:
“The Board hereby disbars the respondent from practice before the Board of Immigration Appeals, the Immigration Courts, and DHS, effective May 13, 2025.”
According to Avvo.com, Mr. Kafkas was an immigration attorney in Charlestown, Massachusetts.
