On Wednesday, January 10, 2024, the Supreme Court of California issued an order summarily disbarring Thomas Harry Peters from practicing law in the state.

The case is entitled “In the Matter of Thomas Harry Peters,” with case no. S282731.

The disbarment comes after the State Bar Court filed a Request for Summary Disbarment and Sanctions against Peters in August 2023. In the filing, the State Bar argued that Peters met the requirements for summary disbarment under the Business and Professions Code due to a felony conviction.

Specifically, Peters had pleaded guilty in April 2022 to aiding and abetting interference with commerce by extortion, a federal felony charge. As part of the plea, Peters admitted to facts surrounding an improper collusion scheme while he was Chief of the Civil Litigation Branch of the Los Angeles City Attorney’s Office between 2014 and 2019.

The filing states that when an employee of a special counsel to the city threatened to expose the collusion, Peters told the counsel he needed to satisfy the employee’s extortion demands or risk being fired from his position. By doing so, Peters aided and abetted the extortion. He later misled the city about the true nature of the situation.

Given the conviction involved moral turpitude per se, the State Bar argued Peters was not entitled to a hearing and should be summarily disbarred under the code. They also requested he pay $5,000 in sanctions.

In its short order issued on January 10, 2024, the Supreme Court agreed with the State Bar’s position, summarily disbarring Peters as requested. It additionally ordered him to pay the $5,000 in sanctions to the State Bar’s Client Security Fund.

The Disposition states:

“The court orders that Thomas Harry Peters (Respondent), State Bar Number 163388, is summarily disbarred from the practice of law and that Respondent’s name is stricken from the roll of attorneys.”

According to avvo.com, Mr. Peters is a class action attorney in Beverly Hills, California. He attended the Duke University School of Law. He acquired his law license in California in 1993.
