On Monday, May 6, 2024, the Board of Immigration Appeals issued an order suspending Carlos Emilio Flores from practicing law before the Immigration Courts, the Board of Immigration Appeals, and the Department of Homeland Security for 18 months.

The case is entitled “In the Matter of Carlos Emilio Flores.”

According to the order, Mr. Flores had previously received a five-year suspension from practicing law in Texas, with an active suspension of 18 months starting from July 20, 2023. In August 2023, an Evidentiary Panel of the State Bar of Texas suspended Mr. Flores due to disciplinary issues.

On March 8, 2024, the Disciplinary Counsels for the Executive Office for Immigration Review and the Department of Homeland Security jointly petitioned for Mr. Flores’ immediate suspension.

As Mr. Flores failed to file a timely response to the allegations in the Notice of Intent to Discipline, the regulations required the Board to accept the proposed 18-month suspension unless there were issues that compelled otherwise. The Board found the proposed discipline to be appropriate given the underlying Texas suspension.

The Board’s order suspended Mr. Flores for 18 months, effective April 9, 2024. He must comply with notification requirements and may petition for reinstatement after the suspension period.
