On Monday, July 14, 2025, the Massachusetts Board of Bar Overseers recommended a one-year-and-one-day suspension of Attorney Joseph A. Torra’s law license, with two months served and the remaining period stayed, pending specific conditions.

The case is entitled “In the Matter of Joseph A. Torra,” with case number C2-20-00263138.

The decision follows a hearing committee’s findings regarding Torra’s professional conduct. The Board’s recommendation requires Torra to repay clients whom he overcharged for plot plan survey fees between August 2019 and May 2021 before resuming practice.

Additionally, upon returning to practice, he must submit all HUD-1 and Closing Disclosure forms for real estate transactions he closes to bar counsel for quarterly review for one year.

The Board noted that the violation of Rule 1.8(a) was a novel issue, justifying a lighter sanction for Torra. However, it emphasized that similar future violations would face harsher penalties.

The recommendation has been forwarded to the Supreme Judicial Court for final consideration.

According to Avvo.com, Mr. Torra is a real estate attorney in Lynnfield, Massachusetts. He acquired his law license in Massachusetts in 2004.
