On Tuesday, July 29, 2025, the Tennessee Board of Professional Responsibility announced that attorney Mark Steven Graham has been publicly censured by the Tennessee Supreme Court. This disciplinary action follows a series of violations regarding the management of his trust account and misleading communications about his professional status.
The case is entitled “In the Matter of Mark Steven Graham.”
In the course of his practice, Graham wrote a check from his trust account to cover an office expense. Subsequently, there were three attempted automated withdrawals from this account, one of which was honored. Additionally, Graham’s law license is suspended, yet he failed to deactivate his office website for over 20 months. Reports indicate that his social media profiles inaccurately suggested that his law license remained active for at least 34 months.
The Board determined that Graham’s actions constituted violations of multiple Rules of Professional Conduct, including those related to the safekeeping of client funds(1.15), communication regarding legal services(7.1), fairness to opposing parties(3.4), and compliance with court orders 8.4(g).
According to Avvo.com, Mr. Graham is an administrative law attorney in Knoxville, Tennessee. He attended the University of Tennessee College of Law. He acquired his law license in Tennessee in 1985.
