On Thursday, September 25, 2025, the District of Columbia Court of Appeals ordered the disbarment of James E. McCollum, Jr. from the Bar of the District of Columbia. The disbarment was issued with McCollum’s consent, as indicated in his submitted affidavit.

The case, identified as No. 25-BG-0809, involved Disciplinary Case Number 2021-D141 and Board Case Number 25-BD-053.

The decision was made after considering McCollum’s affidavit consenting to disbarment, the report and recommendation from the Board on Professional Responsibility, and the Board’s unopposed motion to file under seal the Disciplinary Counsel’s motion to accept McCollum’s consent to disbarment, which included his affidavit.

The order, issued by a panel consisting of Associate Judges Easterly and Deahl, and Senior Judge Ruiz, cites Rule XI, Section 12(a) of the D.C. Bar Rules as the basis for the disbarment by consent.

Furthermore, the court granted the Board’s motion to file certain documents under seal, as permitted by D.C. Bar Rule XI, Section 12(c). The Clerk of the Court is instructed to file the lodged documents accordingly.

The order also directs McCollum’s attention to the obligations imposed on disbarred attorneys, specifically the requirement to file a mandated affidavit, and to the conditions governing eligibility for reinstatement to the Bar, as detailed in Sections 14 and 16 of Rule XI.
