On Monday, October 6, 2025, the District of Columbia Board on Professional Responsibility recommended the revocation of probation and imposition of thirty-day suspensions for attorneys Rachelle S. Young and John P. Mahoney, both members of the same law firm. The recommendation stems from a finding by an Ad Hoc Hearing Committee that Young and Mahoney violated a term of their probation.
The Board’s decision follows a review of the Hearing Committee’s report and recommendation. According to Board Rule 18.4(a), the Board is obligated to file the Hearing Committee’s report with the Court, along with any additional recommendations, within twenty days of the report’s filing, provided no exceptions are filed. In this instance, neither Young nor Mahoney filed exceptions to the Hearing Committee’s findings, and the deadline for doing so has passed.
The Board concurred with the Hearing Committee’s report without adding any further recommendations. The recommendation now goes to the District of Columbia Court of Appeals for final action.
The disciplinary actions against Young and Mahoney are documented under D.C. Court of Appeals case numbers 24-BG-0438 and 24-BG-0466, respectively, and Board Docket number 25-BD-021. The specific Disciplinary Docket numbers for Young are 2021-D020, 2021-D021, and 2022-D208, while Mahoney’s are 2021-D054, 2021-D172, 2022-D209, and 2023-D089.
According to the recommendation, Mahoney’s thirty-day suspension is to commence immediately, with Young’s thirty-day suspension to begin directly after the completion of Mahoney’s suspension. Robert L. Walker, Chair of the Board on Professional Responsibility, signed the report, affirming that all members of the Board concurred with the recommendation.
