On Monday, May 12, 2025, a Panel of the Maine Grievance Commission publicly reprimanded Attorney Kyler Joe Palmer for professional misconduct related to his failure to comply with Maine Bar Rules. The disciplinary action stemmed from Palmer’s non-compliance with continuing legal education (CLE) requirements and his failure to respond adequately to inquiries from the Board of Overseers of the Bar.
The case is entitled “Board of Overseers of the Bar v. Kyler Joe Palmer,” with case no. GCF-24-292.
The Board initiated proceedings after Palmer was administratively suspended for not completing his annual CLE registration. Following his suspension, he did not submit a required affidavit within 10 days, as mandated by Maine Bar Rule 4(k). Assistant Bar Counsel filed a complaint on August 22, 2024, to which Palmer provided only a partial response on September 16, 2024. Despite opportunities to address the allegations, Palmer failed to fully respond to further inquiries and did not file an answer to the Formal Disciplinary Charges Petition or appear at the public hearing. As a result, the allegations against him were deemed admitted under Maine Bar Rule 20.
The Grievance Commission found that Palmer violated multiple rules, including Maine Bar Rule 4(k) for failing to file the required affidavit, Rule 8.1(b) for knowingly ignoring a lawful demand for information from a disciplinary authority, and Rule 8.4(a) and (d) for conduct constituting professional misconduct. The panel noted that Palmer’s actions demonstrated neglect, causing minor injury to the legal system by undermining the regulatory framework designed to protect the public and courts.
In addition to the public reprimand, the panel ordered Palmer to stop presenting himself as an attorney authorized to practice law in Maine until he is reinstated from his administrative suspension. Palmer, who holds Maine Bar #10354 and is currently practicing at a law firm in Ohio, has been directed to comply with reinstatement requirements to resume practicing in Maine.
The Disposition states:
“For the above-stated reasons, the Panel concludes that the appropriate disposition of this case is a Public Reprimand to Kyler Joe Palmer, which is now hereby issued and imposed upon him pursuant to M. Bar R. 21(b)(5). Additionally, the Panel directs Respondent to cease holding himself out as an attorney authorized to practice law in Maine unless and until Respondent is reinstated from administrative suspension.”
According to Martindale.com, Mr. Palmer acquired his law license in Maine in 2022.
