On Thursday, October 23, 2025, the New York Supreme Court, Appellate Division, First Judicial Department granted a motion by the Attorney Grievance Committee (AGC) to disbar attorney Jennifer Jacques, effective retroactively to February 14, 2025, the date of her felony conviction.
The case is entitled “In the Matter of Jennifer Jacques,” with case number 2025-04771.
The order, issued under Judiciary Law § 90(4)(a) and (b) and the Rules for Attorney Disciplinary Matters (22 NYCRR) § 1240.12(c)(1), removes Jacques from the roll of attorneys and counselors-at-law in the State of New York.
The disbarment stems from Jacques’ guilty plea on February 14, 2025, to multiple felony charges, including grand larceny in the second degree, scheme to defraud in the first degree, and two counts of offering a false instrument for filing in the first degree, in violation of Penal Law §§ 155.40(1), 190.65(1), and 175.35(1).
The charges arose from Jacques’ fraudulent acquisition of affordable housing in Manhattan through the New York City Department of Housing, Preservation, and Development. She admitted to providing false information on applications to rent and own housing units, thereby obtaining housing for which she was ineligible and receiving hundreds of thousands of dollars in benefits.
On April 3, 2025, Jacques was sentenced to five years of probation, 500 hours of community service, and a $300 surcharge. Subsequently, the AGC filed a motion seeking her disbarment, arguing that her felony convictions constituted grounds for automatic disbarment under Judiciary Law § 90 (4) (e). Jacques, representing herself (pro se), consented to electronic service of the motion but did not submit a response.
The court’s decision mandates that Jacques cease practicing law in any capacity, including as a principal, agent, clerk, or employee. She is also prohibited from appearing as an attorney before any court, judge, justice, board, commission, or public authority, and from providing legal advice or holding herself out as an attorney.
Furthermore, Jacques is required to comply with the rules governing the conduct of disbarred attorneys, as outlined in 22 NYCRR 1240.15, and to return any secure pass issued by the Office of Court Administration.
