On Friday, October 17, 2025, the Idaho Professional Conduct Board issued a public reprimand to attorney Brooks R. Siegel following a stipulated resolution of an Idaho State Bar reciprocal disciplinary proceeding.
The case is entitled “In the Matter of Brooks R. Siegel.”
The action follows an Amended Agreement for Discipline by Consent accepted by the Presiding Disciplinary Judge of the State Bar of Arizona on January 27, 2023. Under this agreement, Siegel was reprimanded, voluntarily resigned from the Arizona State Bar for two years, and was ordered to cover the State Bar’s costs and expenses.
The Arizona State Bar found that Siegel violated several Arizona Rules of Professional Conduct, including those related to competence, diligence, communication, responsibilities regarding non-lawyers, unauthorized practice of law, and misconduct. These rules mirror the Idaho Rules of Professional Conduct.
The case originated in 2021 when Siegel was hired to represent a client in a Lemon Law matter. The client primarily interacted with non-lawyer staff who attempted to negotiate a settlement. The client eventually discharged the firm without ever consulting with an attorney.
The State Bar of Arizona considered prior disciplinary offenses, a pattern of misconduct, and multiple offenses as aggravating factors. Mitigating factors included the absence of dishonest or selfish motives, full cooperation with the disciplinary board, and the imposition of other sanctions.
