On Thursday, May 1, 2025, the Idaho Professional Conduct Board issued a notice announcing a public reprimand for Portland attorney Gary M. Bullock due to professional misconduct.

The decision stemmed from a reciprocal disciplinary proceeding in Idaho, based on an earlier Oregon disciplinary action.

On February 19, 2025, the Oregon State Bar’s State Professional Responsibility Board approved a stipulated agreement in which Bullock admitted to violating Oregon Rules of Professional Conduct 1.6(a) and 3.4(c), which align with Idaho’s identical rules. The agreement resulted in a public reprimand.

The reprimand involves two separate incidents. In the first, occurring in 2020, Bullock’s law firm initiated a lawsuit against a former client over an unpaid legal bill. During the litigation, a judge ordered Bullock to provide the client’s file to the pro se former client.

Bullock inadvertently included documents from 25 unrelated client matters that were misfiled in the client’s records. After producing these documents, the former client informed Bullock of the error. He requested that she destroy the documents, but she did not comply. Bullock retrieved the documents weeks later.

In the second incident, in 2022, Bullock’s firm pursued another lawsuit against a different former client regarding a fee dispute. A protective order was issued to safeguard the client’s identifying information, as she had changed her name and Social Security number and relocated multiple times to avoid an abusive ex-partner.

In November 2022, the client filed a disciplinary complaint against Bullock related to the fee dispute case. While responding to the Oregon State Bar, Bullock inadvertently submitted unredacted documents containing the client’s former name and other personal details, despite the protective order.

Bullock acknowledged the error, apologized, and described it as a mistake, but his subsequent response to the bar again included an unredacted retainer agreement with the client’s identifying information. He later provided redacted versions of the documents to the Oregon State Bar.

According to Avvo, Mr. Bullock is a general practice lawyer in Portland, OR. He acquired his law license in Idaho in 2003.
