On Wednesday, September 4, 2024, the Board of Immigration Appeals issued an order suspending attorney Rebecca L. Morgan from practicing law before immigration courts and the Department of Homeland Security. This came after Morgan had previously been suspended by the Florida Supreme Court in two orders issued on August 31, 2023, and November 2, 2023.

The case is entitled “In the Matter of Rebecca L. Morgan.”

The Florida suspensions stemmed from Morgan’s repeated failure to respond to multiple bar complaints filed against her. Records show Morgan ignored several letters from the Florida Bar between April and June 2023 requesting her response to three ethics complaints.

As a result of her lack of cooperation, the Florida Grievance Committee held a hearing on July 11, 2023, and found Morgan in contempt and non-compliance. Morgan also failed to attend the hearing or provide any explanation. The Florida Supreme Court then granted the Florida Bar’s petition and suspended Morgan indefinitely from practicing law in the state on November 2, 2023.

Following Morgan’s state suspensions, the Disciplinary Counsel for the Executive Office of Immigration Review and the Department of Homeland Security jointly filed a petition on August 6, 2024, seeking Morgan’s immediate suspension from practicing before immigration courts, the BIA, and DHS.

In a September 4, 2024 order, the BIA granted the suspension petition.

The Disposition states:

“The petition is granted, and the respondent is hereby suspended from the practice of law before the Board of Immigration Appeals, the Immigration Courts, and DHS pending final disposition of this proceeding.”

According to avvo.com, Ms. Morgan is an immigration attorney in Orlando, Florida. She graduated from Barry University Dwayne O. Andreas School of Law, graduating in 2007.
