On Thursday, January 29, 2026, The Florida Bar filed a complaint against attorney Randal Scott Reep with the Supreme Court of Florida. The complaint, filed under the Rules Regulating The Florida Bar, alleges that Reep engaged in inappropriate sexual conduct with a client during representation.

According to the complaint, the case originated on November 7, 2022, when Lt. Rachel Turner, a prosecutor with the Navy, was notified of a Naval Criminal Investigative Service (NCIS) investigation involving an active-duty sailor, identified as PR2 N.O., USN. The investigation was initiated due to unexplained income and behavior. Special Agent Laurie Arden was assigned as the case agent, and Turner as the prosecutor.
The complaint states that on October 27, 2022, Arden interviewed N.O., who then sought advice from the Law Offices of Randy Reep. Subsequently, on the advice of counsel, N.O. refused to answer questions, leading to the termination of the interview. That same day, a Command Authorization for Search and Seizure was signed, targeting N.O.’s phone for electronic communications documenting sexual encounters.
Following the phone seizure, Arden received letters from John Holzbaur, also of the Law Offices of Randy Reep, confirming the firm’s representation of N.O. and requesting the return of the phone. Holzbaur later emailed Arden, clarifying that both he and Reep were co-counsel for N.O. in the Naval investigation, while Reep was the primary counsel for N.O.’s family law matter.
A digital forensic examination report completed on December 20, 2022, allegedly revealed a WhatsApp chat log containing sexually explicit content between someone identified as “Francis” and a user profile named “Lola.” The complaint notes that within the chat, Lola refers to Francis as “Randy,” and Francis refers to Lola as “Nicole.” “Francis” also sent a picture of his face while sitting in a car and a photo of himself wearing flight gear and an aviation helmet. The complaint identifies Reep as an F-15 pilot for the Florida Air National Guard.
The Florida Bar alleges that the photos sent to N.O. match Reep’s public photos, including those on his law firm’s website. The WhatsApp messages spanned from July to September 2022, with additional text messages exchanged in October 2022.
The Florida Bar asserts that Reep’s conduct violated the Rules Regulating The Florida Bar, specifically concerning competence, violation of the Rules of Professional Conduct, and sexual conduct with a client. The Florida Bar is requesting the Supreme Court to discipline Reep under the Rules Regulating The Florida Bar.
According to Avvo.com, Mr. Reep is a criminal defense attorney in Jacksonville, Florida. He attended the Thomas M. Cooley Law School, graduating in 2009. He acquired his law license in Florida in 2010.
